Rose Milczyn has been appointed Councillor for Toronto Ward 1 – Etobicoke North

Today, Toronto City Council appointed Rose Milczyn as Councillor for Ward 1 – Etobicoke North. The appointment is effective immediately upon taking the declaration of office and until the current term of Council expires on Monday, November 14.

Rose Milcyn replaces former Ward 1 Councillor Michael Ford – nephew of Premier Doug Ford – who resigned last spring to run in the provincial election.

At its meeting July 19 to 22, Council declared the seat vacant and approved the process to fill the vacancy by appointment. By law, Council must fill vacancies when it is greater than 90 days until the next municipal election, which is Monday, October 24 this year. As well, by-elections are not permitted after March 31 in an election year.

A total of 17 candidates participated in the appointment process. The appointment process involved candidates indicating their interest by submitting a Declaration of Qualification and Consent of Nominee form and providing identification showing their name, signature and qualifying Toronto address. Each candidate was given an opportunity to address Council and answer questions at today’s meeting. Applicants were also able to submit letters, biographies or related documents to be considered by Council in support of their candidacy.

How the appointment process worked:

  • July 25 to August 4: Applications available at Toronto City Hall and on the City’s Ward Vacancies webpage: www.toronto.ca/wardvacancies.
  • August 2: An online Information session for interested applicants will be hosted by the City Clerk’s Office.
  • August 4, 4:30 p.m.: Deadline to file the required forms with the City Clerk’s Office at Toronto City Hall.
  • August 8: The agenda for the special meeting of City Council will be published on the City’s website: toronto.ca/council
  • August 15: City Council will hold a special meeting to consider the applications and will make its decision for the appointment; candidates may address City Council.
  • November 14: the end of the current term of City Council and the duration of this appointment.
